OCAT® Pepper Spray - Basic User

This program is designed to "Train and Certify"  law enforcement, corrections, sheriffs, constables, and security, personnel in the safe, correct, and legal use of OC. Please refer to our Civilian section, for OC training for personal use and protection.

This training teaches an officer how to use OC in a safe and reliable manner. After successful completion  of both practical and written tests, the officer is certified in its proper use for a two (2) year period.

For many years, OC products have proven to be a very effective tool for managing resistive, aggressive, and violent persons. OC has demonstrated it's ability to gain compliance from most subjects in a safe and efficient manner. Many departments and agencies have noted less "Use-of-Force" complaints filed against them, since issuing OC products to their personnel, than they had before OC was put into service. While OC is not a "cure all," it is a valuable tool that provides an addition "non-injurious" level of force for law enforcement professionals.

Why should someone become certified?

Not being certified in the use of OC is a major liability concern, for anyone using OC while on duty. It is highly recommended that anyone carrying OC while "on duty" be certified in the use of OC. This insures, among other things, that the officer know how to use OC correctly, and also the proper "after use" guidelines to maintain officer and subject safety. Whenever someone has questions about an officer using OC properly, one of the first things that is asked is "Can I see this officer's OC certification papers and his/her other training records."

  • Two (2) year certification after successful completion


Performance Objectives

Upon completion of the OCAT® Basic Course, each student will be able to do the following:

  • Identify the effects of OC on human beings when dispersed in aerosol form.

  • Define a "chemical irritant" and a "chemical inflammatory" and where they are located on a Use of Force chart in respect to the use of non-lethal force.
  • Demonstrate a proper stance and position of the body when holding an OC unit in the hand for use of potential use with all techniques taught in the OCAT® Basic Certification Course.
  • Deliver verbal directions or commands to combative subjects while holding an OC unit in the hand or using OC.

  • Accurately spray OC in a one-second or multiple one-second bursts at physically combative subjects.

  • Identity the ways to decontaminate an area that has been exposed to OC.

  • Identify the first-aid procedures available for administering to subjects that have been exposed to OC.
