Programs that are "one-size-fits-all" are convenient, and many times very affordable, especially when the instructors are mass produced. But those types of programs do not provide the maximum training opportunities and skill development to participants. Those types of programs certainly have a place in Law Enforcement, but are really designed around the limitations of teaching many "instructors". These types of programs are not optimized for training the "front-line officer" the most and best skills possible. Many times the instructor is a fellow officer who only teaches the program periodically. Sometimes they only teach a program every year or so. Based on these types of conditions the programs are not entirely focused on the real learning capacities of the front-line officer. Once again, these one-size-fits-all programs certainly have a place in law enforcement, but they do not always fit the requirements of all personnel and organizations.
